Mayor Elmslie called the Meeting to order at 9:00 a.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton, P. Warren and E. Yeo were in attendance in Council Chambers.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Directors S. Beukeboom, C. Faber, R. Holy, B. Robinson, J. Rojas, C. Shanks, Fire Chief T. Jones, Paramedic Chief S. Johnston, Treasurer C. Daynes and Manager of Corporate Assets A. Found were also in attendance in Council Chambers.

Presentation of the Long Term Financial Plan
Introduction of the Proposed 2024 Budget for the City of Kawartha Lakes

Ron Taylor, Chief Administrative Officer, and Sara Beukeboom, Director of Corporate Services, provided an update on the Long-Term Financial Plan for the City of Kawartha Lakes, a financial overview of the City of Kawartha Lakes and a brief outline of the draft capital budget, the draft operating budget, the draft special projects budget and the draft water-wastewater (both operating and capital) budget for the City of Kawartha Lakes. Council also received an overview of the budget book for the draft 2024 Budget and an outline of the next steps that will be involved in the budget process.

Sara Beukeboom, Director of Corporate Services, provided an overview of the Corporate Items within the draft Budget for the City of Kawartha Lakes.  The overview included an outline of items contained therein, a summary of the accomplishments that were made within 2023 and an outline of the priorities that will be focused on within 2024.

Ron Taylor, Chief Administrative Officer

Ron Taylor, Chief Administrative Officer, provided an overview of the Mayor and Council Division. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

The Meeting recessed at 12:03 p.m. and reconvened at 1:00 p.m.  Councillors R. Ashmore and E. Yeo were no longer in attendance.

CAO Taylor provided an overview of the Office of the Chief Administrative Officer. The CAO Division includes the Office of the CAO, the Office of the City Clerk's Office (which includes Municipal Law Enforcement and Licensing as well as Records and Archival Services) and Legal Services (which includes the City Solicitor, Realty Services, Provincial Offences Administration and Risk Management).  The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

Terry Jones, Fire Chief, provided an overview of Fire Services. Fire Services includes Fire Prevention, Emergency Management and the Support Services, Training and Administration Offices that are required for Fire Services. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

The divisions within the Paramedic Service includes the Operations, Professional Standards, Logistics and Administrative Support. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.

Juan Rojas, Director of Engineering and Corporate Assets

Juan Rojas, Director of Engineering and Corporate Assets, provided an overview of the Engineering and Corporate Assets Division. The Engineering and Corporate Assets Division includes Corporate Assets, Development Engineering, Infrastructure, Design and Construction, Technical Services, Administrative Support and Crossing Guards as well as the Kawartha Lakes Municipal Airport. The overview included a description of the highlights and accomplishments from 2023, the objectives for 2024 as well as a summary of the budget pressures that will apply to 2024.
