Update from the Poverty Reduction Roundtable on Affordable Housing

Joli Scheidler-Benns

Marina Hodson and Joli Scheidler-Benns provided an update on the Poverty Reduction Roundtable on Affordable Housing.  The Roundtable identified concerns regarding rental housing market within the local area and noted that the local rental market is challenging for local residents. It was noted that there is a correlation between the challenging rental market and an increase in homelessness within the community. It was also noted that growth is good for the economy but options must be considered that encourage affordable housing within the area.  Council was encouraged to look at the options that could be considered to contribute to affordable housing including the donation of land for affordable housing developments or the reduction of fees associated with affordable housing developments.  Council was asked to join the Poverty Roundtable on Affordable Housing by forming a Committee to continue to review the housing crisis.

Mayor Elmslie asked for a written request to be submitted in relation to the formation of a Committee dedicated to the affordable housing issue.

Energy Security
Gene Balfour

Gene Balfour spoke to energy security. He expressed concern and encouraged Council to make decisions based upon scientific parameters rather than climate change initiatives.  He encouraged Council to communicate with residents regarding issues relating to climate change. He also encouraged Council to make decisions based upon scientific parameters rather than climate change initiatives and posed questions relating to greenhouses gas, rising temperatures and prioritization of energy security.

Lynda Rowden provided an overview of docks that are associated with her properties in the Hickory Beach area.  She outlined that her properties were purchased in 1996 and they have used and maintained the associated docks since that time. She noted that they have a long standing historical use of the docks and the docks do not impede any other dock space in the area. She asked that the docks associated with her property, including Dock #27, be allowed to remain in their current location.

Wendi Tallon

Wendi Tallon provided an overview of the Hickory Beach Dock Owners Association which was formed to administer the allocation of dock spaces in the Hickory Beach. She outlined that the Association has processes in place to address any disputes relating to dock spaces and they had reviewed a complaint relating to the placement of the dock known as Dock #27.  The Association reviewed the placement of Dock #27 and found that it needed to be straightened and once that was completed it did not impede the adjacent dock spaces.  The Hickory Beach Dock Owners Association was requesting that the City renew the Agreement with Association relating to the administration of dock spaces.

Concern was expressed relating to the modifications that were incorporated into Dock #27 and they requested that Dock #27 be permanently removed from the shoreline.

Notice By-Law Update Presentation

Cheri Davidson, Manager of Communications, Advertising and Marketing, provided an overview of changes that are going to be incorporated into the City's Notice By-Law due to the loss of a printed newspaper with general circulation within Kawartha Lakes. It was noted that notices, including legislative notices, will now be posted on the City of Kawartha Lakes website and staff will use social media posts, third party media and printed notices at municipal service centres to compliment the notice on the City's website. Additional steps will be taken, as needed, to meet the notification needs.

Heritage Conservation District and Cultural Heritage Landscape Strategies

Emily Turner, Economic Development Officer - Heritage Planning, provided an overview of Cultural Heritage Landscapes, being a collection of heritage assets that include a collection of resources that form a cohesive whole. The overview noted that Heritage Conservation Districts are inherently Cultural Heritage Landscapes as they are collections of different properties that are connected to one another. It was noted that due to the size of the City of Kawartha Lakes there is a high potential for many Cultural Heritage Landscapes to be identified. A proposed Cultural Heritage Landscape Strategy and a Heritage Conservation District Strategy were outlined to detail how staff will approach the review of areas in need of preservation,

Tree Preservation By-Law Presentation
Robyn Carlson, City Solicitor

Robyn Carlson, City Solicitor, provided an overview of the proposed Tree Preservation By-Law which, once approved by Council, would restrict the removal of trees within the City of Kawartha Lakes.  The overview included a detailed review outlining how the by-law would be administered, how it would be applied to the removal of trees, the exemptions that would apply (i.e. for agricultural properties, etc.), the fees that would apply and how the fees could be mitigated by the replacement of trees that are removed. It was noted that additional consultation would be completed by staff and a follow-up report will be provided to Council once that consultation was complete.

    That the Consolidated Fees By-law 2018-234 be amended to incorporate the fees introduced in the Tree Preservation By-laws, when in their final form and once approved by Council;

    That Bradley Street and Bob Brown Way be considered as a Decision Unit in the Rural Resurfacing Program for 2024;

    That Ballyduff Road, Bethal Road and Sandaraska Road be considered as a Decision Unit for Pulverization in 2024; and

    That these recommendations be brought forward for consideration at the next Regular Council Meeting.
