Mayor Elmslie called the Meeting to order at 9:00 a.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry and P. Warren were in attendance in Council Chambers.

Councillor E. Smeaton was in attendance electronically. Councillor E. Yeo was absent.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell and Directors S. Beukeboom, R. Holy, C. Shanks and B. Robinson, Fire Chief T. Jones, Paramedic Chief S. Johnston, Treasurer C. Daynes, Manager of Planning L. Barrie and Planner II Maximillian Faulhammer were also in attendance in Council Chambers.

Mark Majchrowski, Chief Administrative Officer for Kawartha Conservation, provided an overview of the 2024 preliminary budget summary for Kawartha Conservation.  The overview included an explanation of the services that are provided by Kawartha Conservation, 2024 budget pressures and influences, the proposed funding amounts from the City of Kawartha Lakes for 2024 and a highlight of the programs that were implemented in 2023.

Rob Baldwin, Chief Administrative Officer for the Lake Simcoe Region Conservation Authority, provided an overview of the 2024 preliminary budget summary for the Lake Simcoe Region Conservation Authority.  The overview included an explanation of the services that are provided by the Lake Simcoe Region Conservation Authority, 2024 budget pressures and influences, the proposed funding amounts from the City of Kawartha Lakes for 2024 and a highlight of the programs that were implemented in 2023.

    That Council authorize staff to execute a Memorandum of Understanding (MOU) with the Ganaraska Region Conservation Authority (GRCA) for the delivery of municipally requested services, and that staff be authorized to enter into and sign any such procurement agreements as may be necessary for the delivery of municipally requested services as needed;

    That Council authorize staff to execute a Memorandum of Understanding (MOU) with the Kawartha Region Conservation Authority (KRCA) for the delivery of municipally requested services, and that staff be authorized to enter into and sign any such procurement agreements as may be necessary for the delivery of municipally requested services as needed;

    That Council authorize staff to execute a Memorandum of Understanding (MOU) with the Lake Simcoe Region Conservation Authority (LSRCA) for the delivery of municipally requested services, and that staff be authorized to enter into and sign any such procurement agreements as may be necessary for the delivery of municipally requested services as needed; and

    That Council authorize staff to execute a Memorandum of Understanding (MOU) with the Otonabee Region Conservation Authority (ORCA) for the delivery of municipally requested services, and that staff be authorized to enter into and sign any such procurement agreements as may be necessary for the delivery of municipally requested services as needed.

Jamie Anderson, Library Director/Chief Executive Officer for the Kawartha Lakes Public Library, provided an overview of the Library. The overview highlighted the accomplishments that were made during 2023, a summary of their performance indicators for 2023 (which showcased growth in program attendance) as well as an outline of the priorities that have been established for 2024.  Council received an overview of the draft 2024 budget for the Kawartha Lakes Public Library.

Andrew Veale, President of the Kawartha Lakes Health Care Initiative, provided an overview of the 2024 budget for the Kawartha Lakes Healthcare Initiative.  The overview included a summary of their mission, being the recruitment of family doctors, supporting doctors that are currently practicing in the area and retaining family doctors within Kawartha Lakes.
