Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton and P. Warren were in attendance in Council Chambers.

Councillor E. Yeo was in attendance electronically.

Mayor Elmslie recognized that May is Melanoma and Skin Cancer Awareness Month. Councillor Smeaton spoke to the importance of sun protection and reminded residents to be vigilante in that regard when outdoors.

Mayor Elmslie recognized that May 14th is Apraxia Awareness Day. The lights at City hall will be lit with blue lights from May 12th to May 15th for Apraxia Awareness Day.

Request for an Encroachment Agreement for a Sign at Ski Hill Road and Bethany Hills Road, Bethany

Edward Dejong, The Bethany Baha'i Centre of Learning

Helen Yazdani provided an overview of the Bethany Baha'i Centre of Learning and their request for an encroachment agreement for a sign located on Ski Hill Road, Bethany.  The request was denied by the Land Management Team and the Baha'i Centre of Learning would like to appeal that decision as the proposed sign would replace an existing sign that has been located at the intersection of Ski Hill Road and Bethany Hills Road for approximately fifteen (15) years.

Request for Legislation Regarding Oil Spills Near Lakefront Communities
Jackie Hellawell

Jackie Hellawell outlined her concerns relating to the use of home heating oil in lakefront area communities. Ms. Hellawell outlined that home heating oil spills have occurred in the Thurstonia area and they resulted in damage to the lakefront environment and also resulted in cleanup costs being incurred by the municipality.  Ms. Hellawell noted that legislation should be considered relating to the to use of home heating oil in lakefront communities and if the use is permitted an emergency response plan should be in place to mitigate any damage that could result in the event of a spill.

Docking Matters at Riviera Park, Lindsay
Craig Mould

Craig Mould provided an overview of issues that he has encountered due the use of the dock space in Rivera Park as a fishing location.  Mr. Mould outlined that the docks at Rivera Park are frequently used by groups of fisherman and that use impedes boat access to the dock space. The use of docks as a fishing location has also impeded the walking area along the dock, created an increased amount of garbage and has inhibited the enjoyment of the area by others. Mr. Mould noted that it would be ideal to have someone available to monitor the use of the dock area to mitigate the ongoing issues along the docking area in Rivera Park and he offered to assist in that regard.

Concern Regarding the Closure of The Emergency Department at the Minden Hospital
Leisa Wren

Leisa Wren spoke to the closure of the Emergency Department at The Minden Hospital. The Emergency Department is scheduled to close on June 1, 2023 and Ms. Wren asked Council to support the community's request for the closure to be delayed. Ms. Wren outlined the concerns that have been put forward relating to the closure and how that closure could impact the local area.  Ms. Wren asked Council to network with surrounding municipalities and issue a unified position opposing the closure of the Emergency Department at The Minden Hospital.

Heather Kirby, of Kawartha Lakes Food Source, provided an overview of food insecurity in the City of Kawartha Lakes. Ms. Kirby provided a history of Kawartha Lakes Food Source and how the organization, in collaboration with local food banks, works to address hunger in the City of Kawartha Lakes.

Jack Roks, Board Member, Community Foundation of Kawartha Lakes

Laurie Dillon-Schalk and Jack Roks, of the Community Foundation of Kawartha Lakes, provided an overview of the Community Foundation of Kawartha Lakes. The overview included a history of the Foundation which is a registered charity that was created to improve the quality of life in Kawartha Lakes by facilitating investment in projects that will improve the local community. Ms. Dillon-Schalk encouraged the City to work in collaboration with the Foundation.

Marina Hodson spoke to Bill 5, being the Stopping Harassment and Abuse by Local Leaders Act.  Ms. Hodson outlined that Bill 5 is intended to reinforce that councillors and heads of council must carry out their duties in an ethical and responsible manner and also ensure that everyone fees safe and respected in the workplace. Ms. Hodson encouraged Council to support Bill 5.

The 2024 International Plowing Match and Rural Expo

Cathy Lasby, Executive Director, Ontario Plowmen's Association

Bob Armstrong, Local Chair for the 2024 International Plowing Match, and Cathy Lasby, Executive Director of the Ontario Plowmen's Association, provided an overview the International Plowing Match that will be held in the City of Kawartha Lakes from October 1st to October 5th in 2024. Mr. Armstrong and Ms. Lasby provided an overview of the event which will be held at the Lindsay Exhibition and local farm properties.  It is anticipated that the event will draw approximately 80,000 visitors to local area. Mr. Armstrong and Ms. Lasby outlined that the City could support the event through an interest free loan in the amount of $35,000.00 and their official proposal in that regard will follow.

Emily Turner, Economic Development Officer - Heritage Planning, provided an overview to the Addendum to the Old Mill Heritage Conservation District Study.  The overview included an outline of how the Addendum was prepared, a summary of the public consultation that was held, how properties are analyzed and how the boundary of the proposed conservation district was revised.

Million Dollar Makeover Program Overview and Update

Carlie Arbour, Economic Development Officer - Community, provided an update on the City's Million Dollar Makeover Program. The Program acts as an incentive to support investment into local properties, for every dollar granted, $10.84 is put back into the community through private investment in the projects. The most common grant requests are for façade improvement, signage improvement and building repair and renovation projects, while loan funding is most commonly requested for façade improvement and building repair and renovation projects.

Betsy Varghese, of Dillon Consulting, provided an overview of the Future Waste Disposal Options Study which was completed to review potential options for future waste disposal capacity once the City exhausts existing landfill capacity. The overview included an outline of the City's current waste management system, future residual waste quantities, an evaluation of the options that are available and a summary of alternative technology that is available for disposal options.
