Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, D. Joyce, C. McDonald, M. Perry, E. Smeaton and P. Warren were in attendance in Council Chambers.

Councillor E. Yeo was in attendance electronically.

Councillor McDonald:

  • Words of thanks were expressed to all of the volunteers who work to better the community, especially during the Christmas season.
  • Councillor McDonald thanked wished everyone a Merry Christmas and a safe and Happy New Year.

Councillor Warren:

  • It has been a busy and enjoyable holiday season in Kawartha Lakes with many holiday events including the Mingle and Jingle in Bobcaygeon as well as the Festival of Trees at Kawartha Settlers Village.
  • Christmas at Ken Reid has been a very successful event and thanks were extended to Kawartha Conservation for a wonderful event.
  • A Christmas Tree Lighting as held in Kinmount on December 7th.
  • The 75th Annual Bobcaygeon Santa Claus Parade was held on December 9th; words of thanks were extended to the Bobcaygeon Kinettes for organizing the Parade.

Deputy Mayor Richardson:

  • A Santa Breakfast will be held at the Bethany United Church on December 16th.
  • The Manvers Swans will be finishing up there Santa Breakfast Tour at the Santa Breakfast in Bethany on December 16th and they will be selling tickets for their Festive Tree and Wreath Raffle.
  • A Paint Night will be held at the Janetville Community Centre on December 16th.
  • The Fire Halls in Bethany and Janetville have been conducting a Food and Toy Drive for the local community.
  • The Pontypool Fire Hall will be hosting a Santa Run on December 16th starting at 3:30 p.m.
  • Residents were encouraged to continue to support local food banks as they make a difference for many families in the City of Kawartha Lakes.
  • Deputy Mayor Richardson wished everyone a safe and enjoyable holiday season and a Happy New Year.

Councillor Joyce:

  • An open house was held at the Woodville Medical Centre on November 30th to welcome a new nurse practitioner.  Residents in need of a primary health care provider are encouraged to contact the Woodville Medical Centre to inquire if they are taking new patients.
  • The Woodville Santa Claus Parade will be held on December 16th.

Councillor Smeaton:

  • Councillor Smeaton wished everyone happy holidays and encouraged residents to keep Women's Resources in mind as a cause to support as they complete their holiday shopping.
  • Councillor Smeaton will be volunteering with the Salvation Army at Loblaws on December 13th.
  • Thanks were extended to the local Filipino Community for extending an invitation to their recent holiday celebration at the Ramada.
  • Words of thanks were extended to City Staff for hosting a Public Information Session relating to the King Street Reconstruction on December 6th.
  • Birthday wishes were extended to John Hunter in light of his 80th birthday and to Margaret Lindsay in light of her 98th birthday.

Councillor Ashmore:

  • Santa Day will be held at the Dunsford Community Centre on December 17th.
  • Councillor Ashmore attended the Bobcaygeon Santa Claus Parade and participated in the International Plowing Match float.
  • Residents were encouraged to support local families in need of additional support during the holiday season.
  • Residents were thanked for attending the local Town Hall meetings that were hosted by Councillor Ashmore.
  • Councillor Ashmore wished everyone a Merry Christmas and Happy Holidays.

Councillor Perry:

  • Santa Day in Fenelon Falls was held on November 25th and words of appreciation were extended to all of the volunteers who helped to coordinate the event.  It was a tremendous success.
  • A food drive was held in Southview Estates in Cameron on December 9th and 550 kilograms of food were collected by the local community.
  • Residents in need of a Christmas dinner were encouraged to attend the Community Christmas Dinner that will be held by the Fenelon Legion on December 25th; please contact the Fenelon Legion to reserve seating.
  • Councillor Perry wished everyone a Merry Christmas and a Happy New Year.

Councillor Yeo:

  • The Coboconk Santa Claus Parade was held on December 3rd and it was extremely successful despite the winter weather.
  • Councillor Yeo wished everyone a Merry Christmas and encouraged residents to support others whenever possible.

Mayor Elmslie:

  • Mayor Elmslie wished everyone a very Merry Christmas and encouraged everyone to give generously of their time, to check-in on family and friends and to be kind to one another during the holiday season.

Chief Jones congratulated Volunteer Firefighter John Bailey on receiving his 60 Year Service Medal.

Chief Johnston congratulated Mark Oliver and Greg Murphy on receiving their 30 year Governor General Exemplary Service Medal 30 Year Service Bars.

Council recognized Richard Holy, Director of Development Services, as this is his last Regular Council Meeting before retirement.

Deputy Mayor Richardson provided an overview of her tenure as Deputy Mayor for the 2023 calendar year.  The overview highlighted the projects that were undertaken, including the Did You Know Campaign.  Deputy Mayor Richardson expressed appreciation for the opportunity to serve as Deputy Mayor for 2023 and thanked Council, Staff and her family for supporting her during the year.

C. Ritchie called for nominations for the position of Deputy Mayor.

Councillor Smeaton and Deputy Mayor Richardson spoke to the nomination. Councillor McDonald accepted the nomination and provided remarks.

2024 Deputy Mayor Election Results Declared

By acclamation, Councillor McDonald was declared Deputy Mayor for the City of Kawartha Lakes until December 31, 2024.

There was no requirement for a motion to authorize the destruction of the ballots.

Introductory Remarks from the 2024 Deputy Mayor-Elect

Deputy Mayor-Elect McDonald provided introductory remarks as Deputy Mayor Elect. He acknowledged the work that was completed by Deputy Mayor Richardson expressed words of thanks for being declared as the Deputy Mayor for the 2024 calendar year.

Village of Bobcaygeon Zoning By-Law Amendment - Vacant Land on Duke Street
(relating to PLAN2023-063, being Item 11.3.1 on the Agenda)
Doug Ford

Doug Ford provided concerns relating to the zoning by-law amendment for the vacant parcel of land on Duke Street in Bobcaygeon (Report PLAN2023-063).  He outlined that the original proposal was for a 15 unit townhouse complex and the proposal has been revised to include a 22 unit apartment complex.  Mr. Ford outlined his concerns relating to parking and relating to pedestrian traffic to and from Tommy Anderson Park.  Mr. Ford noted that pedestrian traffic to and from Tommy Anderson Park would cross his property and he asked how that could be mitigated.  Mr. Ford asked if the proposal could be updated to reflect the original plan for a 15 unit townhouse complex.

Concerns Regarding the Dock Licensing Fees
Doug Hellawell

Doug Hellawall spoke in objection to a proposed dock fee increase for docks within Thurstonia. Mr. Hellawell provided a history of dock usage within Thurstonia and outlined that he does not believe that the fee increase is justifiable.  Mr. Hellawell also noted that there are vacant dock spaces that have not been allocated to area residents and questioned the timing of that allocation.  Mr. Hellawell asked for the dock fee for docks within Thurstonia to remain at the 2023 rate of $150.00

Item 17.3.2,

The City Solicitor presented information to Council pertaining to an appeal to the Ontario Land Tribunal of the decision of the City by the owners of Part of Lots 7 & 8, Concession 6, Gray Road.

Item 17.3.3

The City Solicitor presented information to Council for its consideration pertaining to an appeal to the Ontario Land Tribunal of the nondecision of the City on an application by King’s Bay Golf Club Limited to amend the Official Plan and Zoning By-law affecting 27 Stub Road, and associated application for a plan of subdivision, to support a proposed redevelopment of a former golf course into 46 lots for single detached dwellings.  Council provided instruction to the City Solicitor.
