Deputy Mayor Richardson called the Meeting to order at 1:00 p.m. Mayor Elmslie and Councillors R. Ashmore, C. McDonald, M. Perry, E. Smeaton and P. Warren were in attendance in Council Chambers.

Councillor E. Yeo was in attendance electronically.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Directors S. Beukeboom, C. Faber, R. Holy, B. Robinson, J. Rojas, Fire Chief T. Jones, Paramedic Chief S. Johnston and Chief People Officer L. Patterson were in attendance in Council Chambers.

City Solicitor R. Carlson, Manager of Realty Services S. Dyer, Manager of Economic Development R. Mustard, Manager of Municipal Law Enforcement and Licensing A. Sloan and Economic Development Officer - Heritage Planning E. Turner were also in attendance electronically.

Mayor Elmslie:

  • The City of Kawartha Lakes has recognized the Rotary Club and their efforts to eradicate Polio around the World.  A flag was raised on October 24th and City Hall will be lit with blue lights to recognize the efforts to eradicate this disease.

Councillor McDonald:

  • Thanks were extended to Chief Jones for extending an invitation to attend the life firefighter training; Chief Jones was commended for coordinating the training event.
  • The Lindsay Downtown BIA hosted the Harvest Moon Festival on October 19th and 20th; thanks were extended to the Lindsay Downtown BIA.
  • The 31st Annual Induction Ceremony for the Lindsay District Sports Hall of Fame was held on October 22nd.   The event honoured the 2023 inductees, including Clause Anderson, Harrison Carter, Denise Harris and the Bobcaygeon Jr. "D" Hockey Team 1965-66.

Councillor Warren:

  • The Bobcaygeon Swing Bridge has re-opened after an extended closure.
  • The Bobcaygeon Fall Fair was held on September 28th, 29th and September 30th.
  • A Truth and Reconciliation Event was held on September 30th; Orange Shirt Day recognized the need for more awareness of indigenous issues.
  • The Kinmount Credit Union has been relocated.
  • A Place Called Home hosted an information dinner to educate about issues surrounding homelessness.
  • The Bobcaygeon Music Council will be hosting a series of concerts.
  • A Wine Tasting Event will be held on November 3rd in support of the Burnt River Community Centre.
  • The Sheila Boyd Foundation will be hosting a Victorian Tea at the Boyd Heritage Museum on December 5th.
  • There is a new grant opportunity to help businesses and other groups to install electric vehicle chargers, so stay tuned.

Councillor Smeaton:

  • The Dream Ball will be hosted by the Boys and Girls Club of Kawartha Lakes on November 18th with all proceeds going to camp programs in Kawartha Lakes.
  • A celebration was held at the Ramada on October 21st to celebrate Navaratri.
  • Halloween will be celebrated on October 31st; residents are encouraged to be cautious when travelling on October 31st.
  • James and Giant Peach will be hosted at the Academy Theatre on November 24th to November 26th.
  • Cambridge Street United Church hosted a Roastbeef Dinner on October 22nd and the extra food was donated to a Place Called Home; thanks were extended to the Church.

Councillor Ashmore:

  • There will be a drive-thru Roastbeef Dinner on October 29th at the Downeyville Hall; proceeds will go to the Downeyville Hall Renovation Project.
  • Residents are encouraged to wear a poppy in honour of Remembrance Day.  A banquet will be held at the Coronation Hall in honour of Remembrance Day on November 10th with a parade to follow on November 11th.
  • Town Hall Meetings will be held on November 22nd at Coronation Hall and on December 6th at the Dunsford Community Centre.

Councillor Yeo:

  • An auction event will be held at the Coboconk Legion on October 28th.
  • A Remembrance Day Ceremony will be held in Coboconk on November 4th.

Deputy Mayor Richardson:

  • The Dragonflies were recognized for their fundraising efforts.
  • The Manvers Historical Society unveiled veteran banners the next round of banners that have been installed in Pontypool, Bethany and Janetville.
  • Kawartha Lakes is recognizing National Disability Employment Awareness Month throughout the month of October and the City of Kawartha Lakes Accessibility Advisory Committee has released a video to educate the public about invisible disabilities. The video is available on the City of Kawartha Lakes YouTube Channel at https://www.youtube.com/c/CityofKawarthaLakes.
  • Deputy Mayor Richardson congratulated Council on the one year anniversary of the 2022 Municipal Election.

  • That Report HS2023-008, Homelessness Prevention Program Investment Opportunity, be received;

    That the Housing Needs Review 2023, provided in Appendix A to this report, be received for information to support the Homelessness Prevention Program investment funding as the Consolidated Municipal Service Manager for the City of Kawartha Lakes and the County of Haliburton;

    That a community integrated care hub located in Lindsay, as outlined in Report HS2023-008, be endorsed as a priority response to support people who are experiencing unsheltered homelessness, including vulnerable residents who require low barrier supports and services, in the City of Kawartha Lakes;

    That the City provides the following financial support to this community integrated care hub project:

    1. One-time capital funding of $700,000.00 through the provincial Homelessness Prevention Program 2023-2024 funding allocation; and
    2. Annual financial contributions required to assist with ongoing operating funding to support program delivery, as outlined within a service agreement, and funded through the Housing Service’s annual budget, which includes Homelessness Prevention Program provincial grant funding.

    That the necessary by-law and Municipal Housing Facilities Agreement be forwarded to council for approval;

    That the Chief Administrative Officer be authorized to approve relief from any and all required City of Kawartha Lakes municipal fees and charges in alignment with current City budgets, as in-kind municipal support, needed to implement the community integrated care hub project; and

    That the Director of Human Services and the Human Services Manager, Housing, be authorized to execute necessary agreements including contribution agreements, and service agreements to implement this community integrated care hub project.

  • That Report PLAN2023-051, City of Kawartha Lakes Resolution Calling for a submission to Nature Canada for Certification as a Bird Friendly City, be received; and

    That Council support the Resolution approved by the City of Kawartha Lakes Environmental Advisory Committee on September 7, 2023 contained in Report PLAN2023-051 and authorize the Bird Friendly Kawartha Lakes team to submit the certification application to Nature Canada to designate the City of Kawartha Lakes as a Bird Friendly City.

Item 16.3.2,

The City Solicitor presented information to Council for its consideration pertaining to an appeal to the Ontario Land Tribunal of the nondecision of the City on an application by King’s Bay Golf Club Limited to amend the Official Plan and Zoning By-law affecting 27 Stub Road, and associated application for a plan of subdivision, proposing redevelopment of an existing golf course into 46 lots for single detached dwellings.  Council provided instruction to the City Solicitor.

An appraisal and a counter offer for the road allowance adjacent to 113 Bolsover Road was provided to Council. Council provided instruction to Staff.
