Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor C. McDonald and Councillors R. Ashmore, T. Richardson, E. Smeaton and P. Warren were in attendance in Council Chambers.

Councillors M. Perry and E. Yeo were in attendance electronically.

Councillor Richardson:

  • Well wishes and community pride were extended to all of the Olympic athletes on Team Canada that are from Kawartha Lakes; residents were encouraged to cheer for Team Canada. Local resident Jill Moffat will be making her second appearance at the Olympics by competing in the lightweight women's double sculls. Olivia Apps will also be making her second appearance at the Olympics in women's seven rugby and will also serve as team captain Canada's women sevens rugby team.
  • The Bethany Athletic Society’s will be hosting the 5th Annual Gears, Guts and Mud event on Saturday, July 29th. The event will include a show and shine, a mud bog, vendors, raffles, a swap meet, live music and dancing into the evening.   Councillor Richardson has been challenged to take part in the mud bog obstacle course dash after the races.
  • The 4th Annual Classic Car Show will return to Pontypool on Saturday August 17th. All funds raised at the event will support the Pontypool/Bethany Food Bank, the Pontypool Community Centre, the Pontypool Park Board and the Local Firefighter Association.
  • The Fowlers Corner District Lions Club have continued their Thursday Cruise Nights at Craftworks at the Barn; the events have seen fantastic crowds this year.
  • Staff were congratulated on the walk through event being displayed at City Hall to honour Lucy Maud Montgomery on the celebration of the 150th birthday of the renowned author.

Councillor Warren:

  • The 90th anniversary of the Bobcaygeon Legion was celebrated on July 19th to 21st; the celebration included a High Tea on July 19th and a dinner and dance on July 20th followed by a presentation on July 21st.
  • Midnight Madness will be held in Bobcaygeon on August 3rd; residents are encouraged to attend.
  • All of the permits that are required for the boat lunches at the Bobcaygeon Beach Park have been issued by the Trent Severn Waterway and by Transport Canada; work on the boat launches will be initiated in August with an expected completion date in September.
  • A Hike for Health will be held in Kinmount on August 11th; residents are encouraged to attend this event in support of the Medical Centre in Kinmount.
  • A Town Hall Meeting will be held at the Bobcaygeon Community Centre on July 28th with a focus on Renewable and Affordable Energy Solutions.

Deputy Mayor McDonald:

  • As part of the summer reading program the Kawartha Lakes Public Library is working with City's Roads Department, Environmental Services, Miller Waste, the OPP, Kawartha Lakes Police Services, Fire Services and Paramedic Services on the Touch a Truck Campaign which provide an opportunity for residents to take a look at the various service vehicles used by those departments. Residents are encouraged to contact the Kawartha Lakes Public Library to inquire about the dates, times and locations for those events.
  • He attended the 2024 LCVI Graduation Awards Presentation on behalf of the Optimist Club and congratulated all of the award recipients.
  • Brits in the Park and Classics on Kent was held in Lindsay on July 21st.  Words of thanks were extended to all of the vendors, volunteers, participants and event organizers.
  • Words of congratulations were extended to Emma Wright on her upcoming Olympic attendance as part of Canada's water polo team.
  • Residents were reminded that the International Plowing Match will be held in Lindsay from October 1st to October 5th; residents were encouraged to volunteer at the event.

Councillor Ashmore:

  • Words of condolence were extended to friends and family of David Robertson in light of his passing.
  • Words of congratulations were extended to all of the recent graduates of St. Luke's Catholic Elementary School, Lady Eaton Elementary School, Scott Young Public School and the parochial schools in Ward 6.
  • Residents were reminded that a public meeting will be held in August relating to a proposed splashpad in Omemee; the date will be forthcoming.
  • The Dunsford branch of the Kawartha Lakes Public Library will be hosting a Fun Day for families on August 10th and on August 17th; residents are encouraged to contact the Dunsford branch for further information.
  • Words of thanks were extended to residents of Ward 6 for patience as summer construction projects move forward.
  • Residents were encouraged to volunteer for the International Plowing Match to be held in Lindsay from October 1st to October 5th.

Councillor Perry:

  • Pride Week was celebrated in Fenelon Falls from July 8th to July 14th with an event hosted by Maryboro Lodge that was themed everyone matters; words of thanks were extended to all of the organizers of the event.
  • The Fenelon Fair was held in Fenelon Falls from July 19th to July 21st; words of thanks were extended to the Fenelon Agricultural Society for organizing the event.
  • The Fenelon Falls Car, Truck and Bike Show will be hosted in Fenelon Falls from August 2nd to August 4th; the organizers of the event were commended for all of their efforts.
  • There is lots of ongoing construction in Ward 3 and words of thanks were extended to the City's Engineering and Corporate Asset Division and to the Public Works Division for all of their work on the summer construction projects.

Councillor Smeaton:

  • Words of thanks were extended to the Director of Community Services and her team for the organization of the 2024 Milk Run in Lindsay that was held on July 21st.
  • The Ottawa Huron Tract History Association is hosting a heritage stories festival with a feature on Iceland on August 17th at Celebrations in Lindsay; they are calling for submissions for best heritage flash story, best song about Kawartha Lakes heritage and best image of the event to be composed at the event.
  • Pride in the Park was held in in Lindsay on July 14th; words of thanks were extended to the organizers of the event.
  • The inauguration of Kirk Robertson, Chief of the Kawartha Lakes Police Service, will be celebrated in August.
  • Canada Day was celebrated at Wilson Fields on July 1st; words of thanks were extended to the organizers of the event.

Mayor Elmslie:

  • Words of condolence were extended to the friends and family of Brent Devolin on the news of his passing. Mr. Devolin was a well known politician in the County of Haliburton who also served as a former member of the Kawartha Lakes Haliburton Housing Corporation and was former Mayor of the Municipality of Dysart et al.

Petition Requesting for the Resurfacing of Lightning Point Road (Between Highway 35 and South Fork Road)
Relating to Item 11.1 on the Agenda
John Piper

John Piper provided an overview of the condition of Lightning Point Road; he outlined that the number of potholes is causing damage to vehicles as they travel the road. He outlined that the potholes are also causing a safety concern because vehicles are driving on the wrong side of the road to avoid the damaged areas.  He asked Council to consider resurfacing the road.

Request for the Unassumed Portion of Wylie Road to be Graded
Deb Hewitt

Deb Hewitt provided an overview of the unassumed portion of Wylie Road and asked Council to provided limited seasonal service (being two gradings) to the unassumed portion of the road. She provided an overview of Wylie Road and its significance as a point of access to the Carden Alvar, and noted that the road has been classified as one of the best birding roads in Southern Ontario by the Carden Field Naturalists. It was noted that the current condition of the road is hindering access to the birding area.

Request for an Entrance Permit for Land on Harvest Road

Anke Arnold

Frank and Anke Arnold provided an overview of their request for an entrance permit for their property on Harvest Road. They outlined that they have met with Staff to review the options that are available to resolve the entrance permit issue, being constructing the road or the purchase of the road but they feel both options are cost prohibitive. They also noted that the construction of a driveway over the unassumed road is not supported by Staff. They asked Council to approve the construction of a driveway which would allow for an entrance permit.

Mayor Elmslie committed to meeting with Frank and Anke Arnold to review the options that are available to resolve the entrance permit issue.

Silver Lights Senior Services

Janice Loeb provided an overview of her family's experience with Silver Lights Senior Services. She outlined how the organization supports families as they care for individuals with Alzheimer's and Dementia. She noted that Silver Lights Senior Services provides a safe respite for individuals with Alzheimer's and Dementia.

Telecommunications Tower on Gil-Mar Road
Relating to Item 7.3 on the Agenda

John McKinnon

Kim and John McKinnon provided an overview of a proposed telecommunications tower on Gil-Mar Road; they outlined that the City's approval of the proposed tower has expired and they asked Council not to extend the approval of the project. They outlined the concerns that they have about the proposed tower, including its proximity to neighbouring wetlands, its proximity to Sturgeon Lake and the need for consultation with area landowners. They asked Council to consider the request for an extension as a new project and require the applicant fulfill all of the requirements that would be associated with a new application.

Request for Resolution of Support - Calling for Investment in Municipal Infrastructure for Eastern Ontario's Small and Rural Communities

    That the correspondence from Peter Emon, Chair, Eastern Ontario Wardens Caucus, regarding a Request for a Resolution of Support Calling for Investment in Municipal Infrastructure for Eastern Ontario's Small and Rural Communities, be received;

    That Eastern Ontario’s small rural municipalities face insurmountable challenges to fund both new growth related infrastructure and ongoing maintenance of their capital assets including local roads and bridges, clean water, wastewater, waste facilities, and municipally owned buildings including recreational facilities and libraries;

    That the Federation of Canadian Municipalities has calculated that Municipal Governments across Canada are responsible for approximately 60 percent of public infrastructure that supports our economy and quality of life, but only receive 10 cents of every tax dollar;

    That the Eastern Ontario Wardens’ Caucus (EOWC) region’s capital infrastructure deficit has increased by 58 percent since 2011 and is now at $6 billion, and growing;

    That in 2018, the Ontario Government mandated all Ontario municipalities to develop and fully fund capital asset management plans by July 2025;

    That the EOWC has released a regional Municipal Infrastructure Policy Paper showing key infrastructure data, opportunities and challenges in small rural municipalities across Eastern Ontario;

    That Eastern Ontario is a growing economy that can grow more with sustainable, innovative infrastructure partnership and investment from the Federal and Ontario Governments;

    That the infrastructure deficit for small rural municipalities cannot be adequately addressed through property tax revenue, restricted municipal borrowing capacity, and municipalities limited ability to generate revenue;

    That small rural taxpayers cannot afford dramatic increases to pay for the current and future infrastructure;

    That the City of Kawartha Lakes joins the Eastern Ontario Wardens’ Caucus, the Association of Municipalities of Ontario, and the Federation of Canadian Municipalities in calling on the Federal and Ontario Governments to immediately and sustainably partner with Municipal Governments by investing in both the new and ongoing maintenance and repairs of municipal infrastructure in Eastern Ontario’s small rural municipalities;

    That the Federal and Ontario Governments immediately review data and work together to implement solutions based on the EOWC's Municipal Infrastructure Policy Paper in partnership with small rural municipalities; and

Silver Light Senior Services Overview Presentation

Susan Fisher, Managing Director

Tammy Adams and Susan Fisher provided an overview of the services that are provided by Silver Light Senior Services. They outlined that, in addition to personal support worker assistance, their organization provides a day program for individuals suffering from Alzheimer's and Dementia using the dementiability approach to care. The day program provides a safe respite for individuals suffering from Alzheimer's and Dementia and their caregivers. They discussed how the day program is beneficial for the community and they reviewed the operational challenges that they face as they work to ensure that the day program remains economically viable.

    That Option A curbside collection and transportation of source separated organics be collected in all four urban areas (Lindsay, Bobcaygeon, Omemee and Fenelon Falls) on Fridays;

    That Council authorize the option to renew the contract, after the initial term (January 1, 2025 to September 23, 2027) for an additional two - one year terms, based on successful completion of the initial term and each subsequent renewals, annual budget approval, an annual Consumer Price Index (All Items Excluding Energy) increase of not more that three percent (3%) and mutual agreement; and
