Mayor Elmslie called the Meeting to order at 1:00 p.m. Deputy Mayor T. Richardson and Councillors R. Ashmore, C. McDonald, E. Smeaton, and P. Warren were in attendance in Council Chambers.

Councillors D. Joyce and M. Perry were in attendance electronically.

Councillor E. Yeo was absent.

CAO R. Taylor, City Clerk C. Ritchie, Deputy Clerk S. O'Connell, Directors S. Beukeboom, C. Faber, R. Holy, B. Robinson and J. Rojas, Fire Chief T. Jones and Paramedic Chief S. Johnston were also in attendance in Council Chambers.

City Solicitor R. Carlson, Manager of Realty Services S. Dyer, Deputy Paramedic Chief J. Golden and Economic Development Officer - Heritage Planning E. Turner were also in attendance electronically.

Councillor Warren:

  • The City of Kawartha Lakes Environmental Advisory Committee hosted the 2nd Annual Electric Vehicle Event on August 12th in Lindsay, this Event included active transportation by celebrating Lindsay's new Bike Share Program.  The Event also included great information from Bee City of Kawartha Lakes and Environmental Action Bobcaygeon, Waste Management, Bird Friendly Kawartha Lakes, the Library and Seniors for Climate Action Now.  Attendees were also able to test drive an electric vehicle thanks to the Plug 'n Drive Organization. Words of thanks were extended to the Lindsay BIA and the Lindsay Chamber of Commerce for organizing the event.
  • The Kinmount and District Health Centre (KDHC) was congratulated on their 25th Anniversary.  Words of thanks were extended to Dr. Elena Mihu for her 25 years of service to the community.  Words of welcome were extended Dr. Lesslie Ponraja, being the newest addition to the Kinmount and District Health Centre Team.
  • The Balsam Lake Association hosted the Understanding the Indigenous Roots of Balsam Lake event on August 9th which featured Chief Dave Mowat.
  • Kawartha Conservation will be hosting the Kawartha Fall Festival on September 23rd which will include activities for the entire family.
  • The Kinmount Fair will be held on September 1st, 2nd and 3rd.

Councillor Smeaton:

  • The Terry Fox Run will be held in Lindsay on September 17th; residents are encouraged to participate in the event.
  • Residents were congratulated on the return to school for the upcoming 2023/2024 school year.
  • Words of thanks were extended to the Community Services Division as well as to the Lindsay Chamber of Commerce for the Concerts in the Park that were held at Victoria Park in Lindsay over the summer months.
  • The Annual Association of Municipalities of Ontario (AMO) Conference was held from August 21st to 23rd.  The Conference included educational workshops and networking opportunities with other municipalities.
  • Residents are encouraged to keep an eye out for the Community Care Campaign that is soon to be launched.
  • Kawartha Conservation will be hosting their Fun Fall Day on September 23rd at the Ken Reid Conservation Area and residents are encouraged to participate in the day.

Deputy Mayor Richardson:

  • The Manvers Minor Hockey Association will be hosting a Hockey Equipment Swap at the Janetville Community Centre on Saturday, September 9th starting at 9:00 a.m.
  • The Festival of Small Halls will be stopping by Kawartha Lakes.  The Event includes the sharing of big music in small halls across Ontario.  There will be two concerts in Kawartha Lakes, the first being on Friday, October 13th at the Coronation Hall in Omemee featuring the Irish Descendants, and the second being on Saturday, October 24th at the Pontypool Community Centre featuring Jenn Grant.
  • The Boys and Girls Club of Kawartha Lakes hosted a camp day for members of Council on August 24th and it was a great opportunity for Council experience the programs that are offered by that organization.
  • Congratulations were extended to local Pontypool resident Samantha Marshall as she has been chosen to represent Canada in the World Dance Championships in Prague in 2024.
  • The Omemee Swans have started a new chapter in the City of Kawartha Lakes. The new chapter will be known as the Manvers Swans and words of thanks were extended to the members for their stewardship.
  • There was a Classic Car Show held with Art in the Park in Pontypool and the event raised $15,000.00 for local initiatives.

Councillor McDonald:

  • As was mentioned, the Terry Fox Run will be held in Lindsay on September 17th; Councillor McDonald lead the organizing of the event for thirty (30) years and the new organizers of the event were thanked for all of their efforts.  Residents were encouraged to participate in the Event.
  • The International Plowing Match will be held in the City of Kawartha Lakes in 2024.  Anyone interested in volunteering for the event are encouraged to sign up.
  • Burger Day for Big Brothers and Big Sisters of Kawartha Lakes will be held at Victoria Park in Lindsay on September 5th.  Residents were encouraged to attend the event in support of Big Brothers and Big Sisters.

Councillor Ashmore:

  • Local resident Ian Dafoe was congratulated for participating in a Pole Vaulting Event in Langley, BC, and for coming in 8th place.
  • A corn maze will be unveiled at the McQuaid Family Farm on Peace Road on September 8th.
  • Jill and Gary Cockerall were thanked for their dedication to the community; they founded the Omemee Swans organization.
  • Councillor Ashmore will be hosting two Town Hall Meetings in the Fall of 2024, the date, time and location of the Meetings will be announced closer to the Event.
  • The World Police and Fire Games were held in Winnipeg, MB, from July 28th to August 5th; words of congratulations were extended to all participants.

Councillor Joyce:

  • The Canadian Plowing Championships will be held in Woodville on August 30th, 31st and September 1st.  Opening ceremonies will be held on August 30th and a celebration banquet will be held at the Lindsay Golf and Country Club.

Mayor Elmslie:

  • Mayor Elmslie attended the AMO Conference with Councillor Smeaton and CAO Taylor. Mayor Elmslie provided an overview of the presentations that they attended. Mayor Elmslie also made note of Premier Ford's announcement regarding the amendments to the More Homes Built Faster Act that pertain to Strong Mayor Powers. Mayor Elmslie provided an overview of Strong Mayor Powers and how they would be put into place. A commitment from the City to construct 6500 housing units by 2031 is required as part of the criteria for Strong Mayor Powers. The City will respond to the Province regarding the option for Strong Mayor Powers by October 15, 2023.
  • The Fenelon Falls Museum will be hosting KidsFest at the Maryboro Lodge Museum and Garnet Graham Park from September 1st to September 3rd.
  • The Kawartha Arts Festival will be held at the Fenelon Fairgrounds September on 2nd and September 3rd.  Residents are encouraged to attend and begin their Christmas shopping.

Ginny Colling and Barry Snider, members of the City of Kawartha Lakes Environmental Advisory Committee spoke in support of Report PLAN2023-041, being a Report outlining a proposed resolution calling for the phase-out of gas-fired electricity generation.

They outlined concern relating to climate change and how the phase-out of gas fired electricity generation would help would help to reduce the emission of greenhouse gases.

It was also noted that the proposed resolution would align with the principles outlined within the City's Healthy Environment Plan.

Dr. Jeff Margolian and Estrella Margolian spoke in opposition to the proposed heritage designation of their property located at 1011 Portage Road (the former Sir William MacKenzie Inn).  They outlined that the property is now their private residence and they have worked to restore and preserve the features of the property.   They outlined that they plan to continue to use the property as their private residence and there is no intention to develop the property for any other use. They asked Council to withdraw the proposed heritage designation.

Angel Godsoe and Kerstin Kelly spoke in opposition to the proposed Rural Zoning By-Law. They outlined that additional public consultation is required and the proposed by-law should not go forward. They outlined concerns relating to the use of a consultant during the project and highlighted concerns surrounding the restrictions that would be imposed on land.

Impacts of Provincial Changes on Conservation Authorities and the City of Kawartha Lakes

Maximilian Faulhammer, Planner II, and Mark Majchrowski, Chief Administrative Officer of Kawartha Conservation, provided an overview of the impacts that changes to Bill 139, the Building Better Communities and Conserving Watersheds Act of 2017, Bill 108, the More Homes, More Choice Act of 2019, Bill 229, the Protect Support and Recover from COVID-19 Act (Budget Measures Act) of 2020, and Bill 23, the Build More Homes Faster Act of 2022, have on Conservation Authorities and the City of Kawartha Lakes. The overview included detail surrounding the programs and services that are mandated, the criteria for those programs and services and the next steps that will be needed.  It was noted that existing Memorandums of Understanding that are in place with Conservation Authorities will need to be updated and additional information will be presented to Council later in 2023 in that regard.

    That Council endorse the Resolution approved by the City of Kawartha Lakes Environmental Advisory Committee on June 29, 2023 as follows:

    Whereas the provincial government is planning to ramp up gas plant produced electricity by 1500MW (megawatts) increasing our once clean electrical grid’s greenhouse gas emissions by 400% by 2030 and 800% by 2040 (compared to the 2017 level);

    And whereas municipalities can influence 50% of greenhouse gas emissions in Canada, according to the Federation of Canadian Municipalities;

    And whereas the federal government is set to introduce the Clean Energy Act that will commit Canada to net zero emissions from our electrical system by 2035 which threatens to create stranded expensive gas plants that are now being expanded;

    And whereas these plants rely on imported gas obtained by environmental damaging fracking;

    And whereas a dirtier electrical system will hurt our competitive position in the global cleantech marketplace and overall emerging low-carbon economy;

    And whereas the City of Kawartha Lakes’ own Health Environment Plan commits us to a reduction of global greenhouse gases by 2030 which will be more difficult with a dirtier electrical system;

    And whereas Ontario led the country in reducing emissions by shuttering its coal fired power plants and could do the same with natural gas;

    Therefore Be It Resolved That the City of Kawartha Lakes joins 34 other Ontario municipalities in requesting that the Government of Ontario develop and implement a plan to phase-out all gas-fired electricity generation as soon as possible, and instead increase support for proven renewable energy technologies and energy storage, energy efficiency and renew its contract to purchase available clean Quebec Hydro-electricity; and

    That this resolution be forwarded to the Premier of Ontario, the Minister of Energy, Northern Development, and Mines and the Minister of the Environment, Conservation and Parks, as well as all party leaders and the Association of Municipalities of Ontario.
